One of the most distinctive ways E.T. the Extra-Terrestrial creates fear is by making adults look less like people and more like looming forces. How the Film Later Softens Adult Menace
A crucial part of the mechanism is that it does not remain fixed. If the adults stayed faceless throughout the film, they would become simple villains. Spielberg instead gradually reveals their humanity.
The clearest example is the government agent known as Keys. Earlier in the film, he is identified almost entirely by the jangling keys attached to his belt and by partial glimpses of his body.
