Those conclusions were intended to reassure the public. Yet Blue Book had an unintended cultural effect. The programme’s existence acknowledged that unusual sightings occurred often enough to warrant systematic government attention. Even people who accepted the Air Force’s findings became familiar with the idea that reports were collected, classified and evaluated by authorities. The public therefore inherited two competing ideas at once:
- The government had investigated UFOs and found nothing extraordinary.
- The government possessed far more information than ordinary citizens.
That tension became fertile ground for UFO fiction. By the 1970s, many Americans were accustomed to official statements that explained away unusual sightings while debates continued outside government channels. Hynek as the bridge between reality and fiction

How the Film Reverses Official Reassurance
Project Blue Book sought to reduce uncertainty. Close Encounters does almost the opposite.
In the film, government and scientific authorities already know that a genuine extraterrestrial event is unfolding. Instead of reassuring the public, they conceal information and manage access to it. The famous Devil’s Tower operation depends on misinformation, restricted areas and carefully controlled communication. The audience watches officials behave in ways that mirror the expectations created by decades of UFO investigation, but with a crucial twist: this time the extraordinary explanation is true.
This reversal is one of Spielberg’s most effective storytelling choices. If Blue Book taught audiences that authorities investigate mysterious sightings and usually provide conventional answers, Close Encounters imagines a scenario in which the authorities know more than they admit. The dramatic tension comes not from proving UFOs exist to the audience, but from watching institutions control who is allowed to know.
The contrast is especially striking because the film avoids portraying all officials as villains. Scientists and administrators are shown preparing for first contact rather than plotting against humanity. Their secrecy emerges from management, caution and control. That ambiguity makes the cover-up feel more believable than a simple conspiracy narrative.
Why Blue Book Makes Secrecy Feel Plausible
Witness frustration already had a real-world model
Roy Neary’s experience resonates because it resembles the position many UFO witnesses believed they occupied in real life. He sees something extraordinary, struggles to explain it and encounters systems that cannot accommodate his experience.
Project Blue Book had created a public script for that frustration. Reports would be filed, evaluated and often assigned ordinary explanations. Even when those explanations were reasonable, some witnesses felt unheard or misunderstood. Spielberg transforms that social experience into drama. Roy is not merely searching for aliens; he is trying to maintain confidence in what he has seen while institutions operate according to their own priorities.
The film therefore borrows less from specific Blue Book cases than from the emotional landscape the programme left behind.
Secrecy becomes an institutional habit
Another reason Blue Book strengthens the film’s credibility is that it normalised the idea of bureaucratic management of UFO information. Real investigations involved reports, files, military personnel and official statements. Close Encounters extrapolates from that framework rather than abandoning it.
The authorities in Spielberg’s story do not react like characters in a fantasy tale. They create restricted zones, coordinate experts, monitor witnesses and shape public narratives. The importance of Project Blue Book within Spielberg’s UFO stories is not that it proves or disproves extraterrestrial visitation. Its significance lies in how it changed public expectations. By the late 1970s, official UFO investigation had become part of American cultural memory. Citizens knew governments collected reports, issued explanations and controlled information flows.
Close Encounters of the Third Kind takes that memory and turns it inside out. The film asks what would happen if the authorities’ deepest secret were not a mistaken sighting but a genuine encounter.
